Linking and unlinking project with billing account

Go to Manage Billing Account page: https://console.cloud.google.com/billing
Then select your billing account
Now you can go to Account Management
Select the Project Setting then you will find option to Disable Billing, Change Billing (If you have multiple billing account) & Lock Billing
